Amendment-
The 28th Amendment:

Section 1: The twelfth article of amendment to the Constitution of the United States is hereby repealed.

Section 2: By using the Electoral College on a district-to-district basis as opposed to a state-to-state basis, more voters will participate in elections by getting rid of obstacles such as voter apathy. The elections will be determined by counting the popular vote in the district and giving one electoral vote per district, but not by majority of the state basis. Then by determining the overall popular vote of the state, the senator’s votes will go for the matching candidate. The total Electoral votes will tally 538.
